PKK Kurd rebels said that "the war is finally over." The PKK announced today a "formal halt" to its guerrilla war against Turkey. A PKK press release said, however, that the peace effort was "inseparable" from the "fate of Ocalan." Analysts suspect that the PKK initiative may be part of a deal with the Turkish government, where a working peace agreement is traded for dropping Ocalan's death sentence.
